Job Description

This position is responsible for the administration and supervision of the Planning Department providing leadership to this department and to other city functions. Directs the formulation and implementation of department policies, recommends and implements urban and economic development policies and programs for the City. Interprets, proposes, establishes and enforces ordinances and regulations affecting land use and urban development. Formulates and monitors budgets, initiates special projects, participates in inter governmental relations and international affairs relating to planning and economic development.

Job Responsibilities

1. Provide information and assist the public, developers and other municipalities in using and developing regulations and development standards.
2. Responsible for supervision and staffing of the department, evaluating performance, recommending and creating positions.
3. Design and direct special programs and studies affecting urban and economic development, and projects relating to federal, state and local issues.
4. Interpret and enforce city codes as provided by ordinance; make frequent decisions with few precedents or standards.
5. Develop department work plans and budgets and monitor same.
6. Prepare and present research and testimony on special issues such as local code violations, federal and state legislation and regulations.
7. Schedule, attend and conduct advisory board meetings and public hearings.
8. Perform on site inspections of projects.
9. Oversee standard department operations (e.g. subdivision and zoning processes) and special projects (e.g. comprehensive plan updates).
10. Develop and implement staff training program.
11. Keep abreast of innovative techniques in urban development issues and appropriately implement same.
12. Other duties as assigned.

Knowledge, Skills and Abilities

Minimum Requirements - 1. Requires a Bachelor's degree in Planning, Government or related discipline with AICP certification. Master’s Degree Preferred.
2. A minimum of five (5) years of progressively responsible planning experience (including managerial) required.
3. Requires specialized knowledge in theory, principles and practice of urban planning techniques and methods in order to organize, develop and coordinate activities of a complicated, diversified or highly technical nature.
4. Requires outstanding ability to work independently toward general results. Often no standard procedure available and little help is available for carrying out assigned work. Must originate, plan, adapt, invent, and continue to accomplish tasks.
5. Must have great understanding of City codes and be able to interpret such for specific situations, as they arise, in a timely manner.
6. Must be able to work with a high degree of accuracy and control of details.

Physical Requirements

1. Office Environment. Works regularly under desirable conditions with little or no disagreeable features.

1. Position carries supervisory responsibilities.
2. Position is safety sensitive subject to drug and alcohol testing.
3. Some unusual hours and occasional travel.
